分析了军队车辆调度问题本身的复杂性、动态不确定性,以及信息化管理的水平层次低、智能化程度不高所导致的人为决策的随意性等问题,围绕军队的车辆快速敏捷调度这一关键问题,以军队运输保障分队为具体研究对象,提出了一个适应军队车辆敏捷调度系统架构,并以计算机编程和仿真测试为手段,建立了军队现代车辆调度管理原型系统。基于该构想,利用VB.NET和SQLServer等现代先进软件设计平台,开发了基于VB.NET的军队车辆调度管理系统及其模块,包括信息查询与管理和车辆路径调度等核心功能模块。通过仿真试验,实现了军队后勤车辆信息的可视化动态管理和高效快速响应管理,促进了军队管理科学化、信息化和现代化的建设。
This paper targets the problem of the army vehicles scheduling within the environment of complexity and dynamic uncertainty in the army vehicle planning scheduling, as well as the inconsistency of the arbitrary decision-making by the commanders because the instant information is unavailable and incomplete, a novel architecture is put forward to a military vehicle agile scheduling system. Based on this framework, with VB.NET and SQL Server software platform, a system prototype was developed and tested. The simulation tests have shown that the right decision can be made quicker through rapid responsiveness to the dynamic and uncertainty as well as unpredictable military tasks based on the visualized map of GPS navigation.
