For solving the theoretical drawback of Analytic Hierarchy Process （AHP） in the notion of weight importance （i. e. , that of having no clear definition）, the originality resulting in the theoretical problem is analyzed. Through clearly defining various importance weights required in the system analysis and the relations amongst them, Adverse AHP （AAHP） is presented for dealing with the Decision-Making （DM） issue of Complex Economic-Social Systems （CESS）. The theoretical comparison on AAHP and AHP is also made in the viewpoints of definition clearness of the weights, scientific rationality of the evaluation model and relations between the goals best DM alternative of CESS, AAHP strongly em and alternatives of DM. Being an approach to select the phasizes such three aspects as the possibility-rationality- reliability of weights judgments, the relation between decision-makers＇ objective controlling strategies and DM alternatives, and the scientific nature of compound-ranking weight calculation on DM alternatives.
