中文摘要：

为解决我国科技管理部门对科技合作项目管理流于形式的问题，结合科技计划项目的发展趋势，阐述了完善科技合作项目管理机制的必要性，并通过分析指出现行管理机制中存在法律法规不健全和监控、评估机制不完善的缺陷。最后，从项目管理全过程视角提出了对科技合作项目实施科学管理及提高管理效率的对策。

英文摘要：

Aiming at solving the problem that mechanisms act ineffectively in our science and technology cooperation project （STCP） management and combined with the STCP development trend, this paper discusses the necessity to improve the management mechanisms, and pointes out the draw-backs of the present STCP, i. e. , the related rules of law and the supervision and the evaluation mechanisms are incomplete. It puts forward the countermeasures to implement scientific management of STCP and improve the management efficiency from the perspective of overall STCP procedures.
