In the process of transformation development in local universities and colleges,there are five core problems: where to transform? what to transform? Why? How? and How to evaluate the effect of transformation?Most of the perplexities local universities and colleges are facing are caused by these five questions. In the above 5core problems,the purpose of transformation is to build the system of vocational education or to reform within the system of higher education? The argument is only name- reality debate; but when it comes to the knowledge of transformation significance and the space for transformation development,it is necessary to comprehend this aspect from the change of knowledge production mode in the background of global knowledge economy,as well as the reproduction of universities,apart from orienting themselves as the key role of local innovation system; the change of education mode is the touchstone to show whether the transformation truly takes place or not; the breakthrough of transformation lies in the combination of university and enterprise,and the core authority of local universities,when stable and sustainable and strong enough,can determine whether the transformation is successful or not; the support from local government,especially good cooperation relationship among government,business,universities or colleges,and enterprise,can become the important force to drive the transformation of local universities; and When making the evaluation of transformation,we should not only concern the key index,pay attention to the problems such as wholeness,systematicness,and mechanism,but also give consideration to the concern of stakeholders.
