英文摘要：

Based on the panel date from one school during 2003--2010, the time trend of the number of the teachers＇ articles published in journals was analyzed using the Ieast square method. The results showed that the number of articles was growing observably with time under the incentive policies, and the number of high-grade papers was increased more sustainably with the gradual shift of the policies. It was concluded that the inter- nal research policies within an organization have a great effects to guide and regulate the innovative activities of its staffs.
