农村集体建设用地流转现实潜力估算为量化农村集体建设用地价值和农村建设用地管理提供基础,同时也为统筹城乡发展的资金筹措提供客观依据。文章以重庆市永川区为例,在对其农村集体建设用地复垦现实潜力估算的基础上,引入流转现实潜力估算模型,估算流转现实潜力并对其进行评价分级。研究结果表明,2020年永川区农村集体建设用地流转现实潜力(S)为546.62hm^2。S≥40hm^2的乡镇有4个,25hm^2≤S〈40hm^2的乡镇有7个,10hm^2≤S〈25hm^2以及S〈10hm^2的乡镇均为6个。研究认为,农村集体建设用地流转应根据不同区域现实潜力的大小安排流转的次序和规模,以取得最大流转效率。
Calculation of circulation potential of the rural collective construction land can provide objective basis for value quantification and management of the land, and also for financing in balancing urban and rural development. A calculation model is used to evaluate the realistic circulation potential in this paper. The result shows that the realistic circulation potential (St) of the rural collective construction land was 546.62 hm^2 in 2020. The St of all towns in Yongchuan District can be clarified into 4 grades: St≥40 hm^2(there are four towns which are of this grade), 25 hm^2≤St 〈 40 hm^2 (7 towns); 10 hm^2≤St〈25 hm^2 (6 towns), and St〈 10 hm^2(6 towns). The authors hold that various realistic potential in different areas should be taken into consideration in the circulation arrangement of time sequence and scale of the rural construction land.
