提出了兼顾输电利润和社会成本的多阶段输电网规划的二层规划模型。该模型上层对输电网进行投资决策,以输电网投资收益最大化为目标。下层为基于社会成本最小化的短期边际成本定价模型,利用了阻塞收益约束限制输电利益。输电利益计算了服务收益和阻塞收益,利用了潮流跟踪法确定发电节点对线路的使用,从发电公司收取输电服务费实现输电投资成本的回收。采用了改进小生境遗传算法和原始一对偶内点法相结合的混合算法对所提模型进行求解。18节点和77节点系统的结果表明所提模型和算法可行。
Multistage transmission network planning bi-level programming model considering transmission profit and social cost is presented. The upper level programming is to make the investment of transmission network, with the aim of maximum benefit of transmission network. The lower level programming is short term pricing mode based on minimum social cost, using congestion benefit to restrict transmission profit. Transmission serving profits and congestion profits are computed in transmission proftts. Power flow following method is used to determine the line carrier degree of generation nodes, and the transmission serving fee is gotten from generation companies to realize the transmission investment cost recovery. Hybrid algorithm which integrates improved niche genetic algorithm with prime-dual interior point method is proposed to solve the above model. The results of 18-bus system and 77-bus system prove that the proposed model and algorithm are valid.
