英文摘要：

The Collective Forest Tenure Reform endows forest farmers with property rights and also results in problems such as increase in production costs and decrease in production efficiency caused by forestland fragmentation. So the institutional arrangement meeting the demands of forest farmers for cooperation is needed to encourage cooperation among forest farmer and facilitate mass management. The paper first analyzes the fights provided by the present institutional arrangement of cooperative operation for forest farmers. Then, the forest farmers＇ rights demands in cooperative operation are discussed based on the data from the investigation of 415 forest farmers. By comparing, this paper explores the reason for the divergence between the present institutional arrangement in cooperative operation and the forest farmers＇ demands. Finally, policy suggestions regarding the institutional arrangement in cooperative operation are offered.
