R＆D/GDP是科技规划的核心指标。从＂十一五＂各地区的规划目标完成情况看,各地区在规划目标设定中存在一些问题,经济科技大省目标制定偏低,对完成国家目标的支撑不够;而欠发达地区目标偏高,脱离经济发展阶段。R＆D/GDP指标不仅反映科技投入规模,还与地区经济发展阶段和科技资源条件密切相关。各地在制定规划目标时,应在考虑地方目标与国家目标衔接的基础上,综合考虑以上因素,从而使规划目标既能够引导地区科技、经济的发展,又能为国家目标的完成做出应有的贡献。基于以上考虑,本文研究提出了各地区＂十二五＂R＆D/GDP规划目标的建议。

英文摘要：

R＆D/GDP is a core index in the plan for science and technology. There are some problems in setting the goal of R＆D/GDP in the provinces＇ Eleventh-Five-Year-Plan for S＆T. The goals of provinces with strong economic and scientific power are lower than the one which should complete, and the goals of the less developed provinces are higher out of their stages of economic development. R＆D/GDP not only reflects the scientific and technological input size, also closely relates with the regional economic development stage and technological resource conditions. The goal of national plan should be considered in the formulation of the goal of local plan. Based on the above considerations, this paper proposes the goal of R＆D/GDP in Twelfth-Five-Year-Plan of province.
