基础研究是技术创新的源泉，是支撑国家长期持续发展的根本力量。近年来，我国基础研究经费投入稳步增长，但比重呈下降趋势，基础研究经费投入比重和强度偏低，与科技经济发展水平不相适应。中央财政科技拨款是基础研究经费的主要来源，地方财政投入极少，财政基础研究科目经费中用于基础研究的比例只有六成，企业基础研究投入比例低，高校R＆D经费中用于基础研究的比例偏低。在分析基础研究经费来源的基础上，提出改善我国基础研究投入状况的政策建议。

英文摘要：

Basic research is an important source of technology innovation. In recent years, China＇s basic research fund grew stably, but the share of basic research expenditure in R＆D expenditure declined, and basic research ex- penditure intensity was lower out of economic development level. The central government expenditure on S＆T was the main source of basic research. The local government expenditure on basic research was fewer. The proportion of the expenditure on basic research in financial basic research was only 60%. Basic research expenditure sourced from business was fewer. The ratio of higher education expenditure on basic research in its R＆D expenditure was lower. Based on the research of sources of China＇s basic research expenditure, this paper puts forward policy propos- al for improving basic research structure.
