为进行针对性的网络治理,基于模糊贴近度提出一种产业集群生命周期的判定方法.该方法通过分析网络主体、网络活动和网络资源,提取了6个网络特征指标,用以描述产业集群在生命周期不同阶段的网络特征模式;采用基于模糊贴近度的多目标分类算法,确定网络特征指标值对各阶段网络特征模式的非对称贴近向量;通过理想点法确定正负理想等级,根据各非对称贴近向量与正负理想等级的对称贴近度确定产业集群生命周期所处的阶段.以沈阳装备制造业集群为例验证了所提方法的可行性.判定结果表明该产业集群处于成长期,当前网络治理的重点应为利用云制造平台等方式促进网络主体合作和进一步丰富网络资源.
To implement pertinent network governance, a judgment method of industrial cluster's life cycle based onfuzzy proximity was put forward. By analyzing entities, activities and resources of the network, 6 network charac-teristic indices were proposed to describe network characteristic patterns of industrial cluster at different phases. Byusing the multi-object classification algorithm based on fuzzy proximity, the asymmetric proximities between net-work characteristic indices and industrial cluster's life cycle phases were calculated. Based on Technique for OrderPreference by Similarity to Ideal Solution (TOPSIS), the positive and negative ideal grades were defined. The sym-metric proximities between each and every asymmetric proximity and ideal grades were compared to determine theactual phase of industrial cluster. An example of Shenyang equipment manufacturing industrial cluster was given toshow the feasibility of the judgment method. The application result showed that the industrial cluster was in itsgrowth phase, and the related network governance emphasis should be put on promoting cooperation among networkentities and providing network resources.
