英文摘要：

From a new viewpoint of combining the competitive advantage and comparative advantage to assess the marine industry competitiveness of eleven coastal provinces and cities in China. According to the related datum during the period from 2006 to 2011, forty-six indictors were selected to make up the assessment indictor system for competitive advantage and comparative advantage assessment respectively, among which twenty-two indictors for comparative advantage assessment and the rest for competitive advantage assessment. The AHP model was applied for the competitive advantage assessment, and the NRCA model for the comparative advantage assessment. The results show that the competitive advantage can be divided into three categories as strong, medium and weak competitive advantage by fuzzy ISODATA cluster model. The comparative advantage can also be divided into three categories by the same cluster model as location, environment and location-resources comparative advantage. Finally, the marine industry competitiveness of eleven coastal provinces were discussed, and the effective ways to enhance marine industry competitiveness were put forward.
