认为建设用地供求失衡是制约主体功能区规划战略实施的重要因素,梳理了关于主体功能区差别化土地政策相关文献,分析了重点开发区建设用地供求失衡的现状及危害。以皖江城市带存在的建设用地供给与人口集聚、经济增长情况不协调问题为案例,探索构建人地挂钩的"增量指标"激励机制、"流量指标"激励机制以及市场化的"平衡指标"交易激励机制。
