Equalization of public services is essentially aimed to shrink the gap between urban and rural areas,different regions and different groups.As a basic public service,the equalization of basic pension insurance requires the same level of service and quality equalization between different regions and different social groups.By the empirical comparative analysis,after the implementation of basic pension insurance at the provincial level,the gap of basic pension insurance for retired workers has significantly reduced among 11 cities in Shanxi Province.The initial goal of the first stage of equalization of pension insurance has achieved.The next policy should focus on reducing the gap between different groups on pension insurance and other public services.
