目的运用全面质量管理(TQM)理论探讨宫内节育器(IUD)放置服务全面质量管理模式。方法借鉴全面质量管理思路,依托卫生服务质量管理理论,采用文献系统分析、专家咨询等研究方法,结合案例实证分析,对我国当前计划生育系统IUD放置技术服务进行深入探讨。结果在IUD放置服务机构中实施全面质量管理是现实、可行的。IUD—TQM模式应当包括服务对象导向、管理者推动、IUD流通与管理机制、全员参与、全程控制、评价指标体系、持续改进和基于事实的有效决策8个关键环节。结论IUD放置服务机构应将全面质量管理运用到IUD放置服务工作中,形成一个可改善IUD放置服务质量的管理模式规划,从而提高广大育龄妇女的生育健康水平。
Objective To form an IUD quality management pattern by using total quality management (TQM} ideas and theoretical framework to conduct in - depth analysis on the problems and operations of IUD insertion service. Method Literature analysis, the specialist group and discussion cases empirical analysis of IUD service quality were carried out to give an in - depth analysis of the management factors. Result According to the analysis of principals, concepts and methods of total quality management and the current situation of IUD placement technical services, IUD - TQM pattern is feasible. IUD - TQM pattern should include eight key aspects : object - oriented services, manager promotion, IUD management, full participation, full control, evaluation system, continuous improvement and effective decision - making based on facts. Conclusion Levels of service and training IUD - TQM pattern should be applied to IUD placement technical services for improvement the service management.
