The paper aims to provide a calear and direct estimation of railway location and then,to realize rational decisions of railway construction. Take the newly-built Haitian-Qingdao railway as an example,it analyses the project＇s environmental impact from the perspective of economy. With value calculation principle of environment economics, the paper estimates the main environment investment and environment benefits of the project. The empirical analysis shows that the economic evaluation of environment is not only necessary but also economically feasible.
