Law of the People＇s Republic of China on Emergency Response sets up prevention first as the principle to deal with emergencies.However,sound prevention relies on the perfection of risk regulation system under normal conditions.Basing on the NPC Standing Committee＇s law enforcement inspection report,this paper points out several problems in current risk regulation system,such as motive insufficiency,management system lack,methods imperfection,etc.and brings up suggestions on legalization of risk regulation acts from many aspects,eg.the emphasis of government security guard function,the enhancement of regulation organs＇ responsibility,the perfection of regulation methods,etc.
