2016年1月,国家发改委发布了新的《石油价格管理办法》,对成品油价格形成机制进行了修订和完善,在原来设定"天花板"价格的基础上,增设了"地板价"。这一新的价格机制是在国际原油价格持续低迷的背景下提出的,对国家能源安全、油气企业利益和普通消费者节约意识都具有深远影响。本文对我国成品油价格机制改革历程进行了回顾梳理,探讨了新《石油价格管理办法》的内容和政府考量因素,最后提出进一步的改革方向和具有针对性的政策建议。
in January 2016, the National Development and Reform Commission issued a new Petroleum Prices Management Measures, the mechanism of petroleum price formation has been revised and improved, added floor price, based on the original ceiling price. The new pricing mechanism is put forward in the context of the international crude oil prices continued downturn, the national energy security, oil and gas business interests and the general consumer awareness has far-reaching impact. In this paper, China's petroleum pricing mechanism reform process was review, discusses the new reform measures and the government considerations were discussed, and finally the further reform and some policy suggestions were put forward.
