招商引资一直被视为有利于地区与一国经济发展的有效方略。以外资主导的产业格局是否有利于地区制造业创新水平的发展？上海在面临“十二五”产业升级的关键期,以发展先进制造业为目标的战略中,以外资主导的先进制造业呈现出新品开发率下降的趋势,引资是否有利于自主研发、技术进步？本文通过实证研究后发现,外资对于上海先进制造业新品开发表现出当期的正效应、滞后一期的负效应以及滞后二期的不显著效应。从长远看,过度依赖外资实际上不利于上海先进制造业创新水平的提升。本文的研究结论为我们下一步调整引资政策提供了理论依据。

FDI improves one region or country＇s development. Is it helpful for industry＇s structure optimization if looking FDI as the dominant in advanced manufacturing investment？ At present, it is critical for Shanghai, industry upgrading, because it is helpful for new productsR＆D.
