基础设施系统应具有持续有效地满足城市发展需要的能力,长期保持使用价值,并与城市协调发展。因此,应从基础设施系统的可持续性及其与城市发展的协调性两个方面综合衡量基础设施系统的长效性。本文以S市为例,基于其2001-2010年的数据进行实证研究。首先构建基础设施系统可持续性的评价指标体系,运用熵值法评价S市基础设施系统的可持续性,然后采用DEA方法评价其基础设施系统与城市发展的协调性,最后根据可持续性及协调性评价结果,综合分析S市2001~2010年基础设施系统的长效性。
Infrastructure system should keep a long - term value in order to satisfy the demand of urban development. In this paper, the long effectiveness of infrastructure system is measured from two aspects: sustainability and coordination. Based on the data of City S from 2001 to 2010, empirical study is carried out. Firstly, a set of evaluation index system is established to evaluate the sustainability of infrastructure system and entropy method is used to get the result. Then, DEA method is applied to evaluate the coordination degree be- tween infiascture system and other subsystem of urban. Finally, long effectiveness of City S from 2001 to 2010 is analyzed according to the result of sustainability and coordination evaluation.
