运用DEA及Malmquist指数法对2003-2012年间我国287个地级及以上城市的基础设施投入效率进行测度,分析了基础设施投入效率的空间差异特征及时间演变规律,通过效率分解剖析了效率变化的原因。结果表明:目前我国城市基础设施的投入效率处于中等水平,地区差异明显,投入效率与地区经济水平、城市行政等级和城市规模存在对应关系;不同区域城市所处的规模收益阶段存在差异,规模效率对总效率的影响强于纯技术效率;基础设施投入综合效率在研究期内呈先波动下降后稳步上升的趋势,技术进步对Malmquist生产率指数提升贡献较大。
Based on data envelopment analysis (DEA) and Malmquist index, the spatial differences and temporal changes of infrastructure investment efficiency for 287 cities at prefecture level and above are evaluated. The reasons for the change of investment efficiency are analyzed according to the decomposed indices of efficiency. The results indicate that the total investment efficiency of urban infrastructure in China is at medium level now. Infrastructure investment efficiency is closely related to the regional economic development level, city administrative grade and urban scale. The cities in different region have different situation of return to scale and the impact of scale efficiency on overall efficiency are larger than that of pure technical efficiency. From 2003 to 2012, the urban infrastructure investment efficiency decreased first and then increased steadily. Technical improvement makes a great contribution to the increase of Malmquist productivity index.
