Using MaxWell equations which are the basic requirement of the electromagnetic wave propagation, some pa- rameters and characteristics of electromagnetic wave in the sea are calculated and analyzed, and the energy, characteristics of electromagnetic waves in the sea are also analyzed, which is the theoretic base of the research in such aspects as the commu- nication in sea water, signal detection and navigation of mine.
