英文摘要：

Traditional public sports facilities supply and the improvement of the quality and function of public sports facilities is principal contradiction of the development of public sports facilities in China.The key to solve the principal contradiction in public sports facilities development is to conduct the ＂supply-side reform＂,accelerate and lead the industrial transformation and upgrading,through scientific and technological innovation,government guidance and other ideas to improve effective supply.Based on analysis of the development of public sports facilities,the present situation and existing problems and the influencing factors in China,this paper proposes that realizing the institutional innovation in four aspects is the basic route of advancing the reform of supply-side reform：1）make full use of various resources to increase the supply of public sports facilities,develope the three-dimensional public sports facilities,increase the land use intensity;2）From the perspective of technological innovation,improve the quality and intelligent of public sports facilities;3）promote the PPP model,introduce the social forces to participate in public sports facilities;4）innovate the public sports facilities supply model.
