The rise of key ability theoretical research merges numerous views of school such as innovative theory, strategic management and evolves economics, offered the tool to analyze long time competed advantage. This paper put forward the concept flame of the regional key ability on the basis of key ability, and researched the construction and promotion of the regional key ability. Through theory analyzing, this paper considered that the key to regional innovative development is the dynamic course that every element which form regional key ability innovate, and the taking shape of regional key ability based on technological innovation and element of position innovation.
