Economic globalization and the course of integration of regional economics make regional innovation ability become decisive factor for regional economy to obtain the international competition advantage and the most important ability factor for rigional development. The paper regards enterprise＇ s innovative behavior and government in regional innovation system as the research object, and constructs the model of game theory of them. Then it explains the mechanism of government and enterprise cooperating in regional innovation system and has analyzed the evolution trend of the model of game theory.
