非政府组织是公共教育治理中不可或缺的重要力量。在现实的公共教育治理过程中,由于受政治制度、法制建设以及文化传统等因素的影响,我国非政府组织参与公共教育治理的“深度性不够、独立性不强、法制不健全”.没能充分发挥其应有的“民主效应、补偿效应和积能效应”。为此,非政府组织自身必须走“三个转变”的路向,即从“局外人”到“局内人”的转变、从“外在培育”到“内在修炼”的转变、从“单一作为”到“多元整合”的转变,唯有如此,才能有效推动我国公共教育治理的民主化与科学化发展。
On-government organization (NGO) is an indispensable part to public education management. By reasons of political system, legal system and cultural tradition, NGOs' participation in education management is lack of depth, independence and sound law, which weaken its democratic effect, compensation effect and positive effect. Thus, NGOs should change: changing from external cultivation to inner cultivation, from simple action to diversification action, and from outsiders to insiders. Only in this way would the development of public education management be achieved.
