On-government organization （NGO） is an indispensable part to public education management. By reasons of political system, legal system and cultural tradition, NGOs＇ participation in education management is lack of depth, independence and sound law, which weaken its democratic effect, compensation effect and positive effect. Thus, NGOs should change： changing from external cultivation to inner cultivation, from simple action to diversification action, and from outsiders to insiders. Only in this way would the development of public education management be achieved.
