Based on the comprehensive analysis of the waterfront natural and human tourism resources in Shimian county, the article proposes the theme and image of Shimian＇ s tourism, gives five principles of the division and development of the tourism space and combines with the spatial distribution of the tourism resources to hold the tourism spatial layout. According to the charac- teristics and distribution features of the tourism resources, seven functional tourism zones have been divided and the content and torm of developing each functional zone have been arranged in detail, which studies on the tourism function zoning and development of the mountainous waterfront small or medium-sized cities.
