Some typical characteristics, such as a variety of highly specialized intermediary services organizations, the healthy innovation ecological environment of enterprise, the clear division of public research institutions, the education system which university education equal vocational education, has been analyzed in this paper based on introducing German innovation system. And then, we reached some enlightenment and policy suggestions.
