美国国防部高级研究计划局(DARPA)自成立起始终关注重大突破性、颠覆性科研项目,并在科技及军事领域取得了一系列创新成果,其独特的科研项目组织模式值得借鉴。分析了 DARPA 科研项目组织模式,探讨了其对于解决我国科研项目组织过程中政府定位不清、项目管理效率较低、成果产业化率不高等问题的启示,并在此基础上提出若干政策建议。
U .S .Defense Advanced Research Projects Agency (DARPA) has always been concerned about of major break‐through and disruptive research projects since the establishment and it has made a series of innovations that shocked the world in the field of science ,technology and military .DARPA's projects organization which is committed to creating origi‐nal innovation is worth learning .In This paper ,we analyzes DARPA's projects organization and then finds out its revela‐tion for improving the problems of current projects management in China ,such as unclear government positioning ,lower project management efficiency ,few er achievements in transformation and so on .
