运用基于产出距离函数的随机前沿分析方法,对第一轮西部大开发期间中国西部地区的环境全要素生产率增长进行了研究。结果表明,该时期西部地区的技术进步水平逐年提升,但环境全要素生产率出现下降,技术效率、规模效应和投入价格效应是制约环境全要素生产率增长的主要因素。西部地区不同省份的环境全要素生产率存在显著差异,重庆、四川和贵州的环境全要素生产率实现正增长,而其技术效率下降较少是主要原因。
By using output distance function based stochastic frontier analysis, this paper studies the growth of the environmental total factor productivity during the first stage of the development of China' s western regions. The result shows that during those years technological progress has been made yearly, but the environmental total factor productivity declines. Technical efficiency, scale effect and input price effect are the main factors influencing the growth of the environmental total factor productivity. Different provinces in the western regions have different environmental total factor productivities. The total factor productivities in Chongqing, Sichuan, and Guizhou grow, and the main reason is the maintenance of technical efficiency.
