电子办公是否可以持续发展到取代传统办公,关键在于其生成的电子公文是否与纸质红头文件具有同等的行政效力。我国电子公文只在有限范围内具有行政效力,而实质上只是纸质公文的电子数据。本文通过电子公文生效要件与缺失原因分析,从制定《电子公文处理规范》以完善电子公文所需的配套行政规范、规范电子公文处理系统的软件需求两大方面提出保障电子公文行政效力的建议。
Whether the electronic office could keep sustainable development or replace the traditianal one, the key issue is that whether the electronic documents produced in electronic office have the same function of administrative effectiveness as the paper official documents do. In China, electronic documents have their administrative effectiveness only in limited scope, and essentially they are just the electronic data of paper documents. By analyzing the efficient elements of electronic documents and the causes of invalidation, the article presents some proposals to help and maintain the administrative effectiveness of electronic documents. That is, developing Specification for the Processing of Electronic Documents in order to improve the administrative statutes that electronic documents need, and standardize the software requirements of electronic documents processing systems.
