中国政府资助的可再生能源技术创新

中国经济在高速发展的同时,也面临传统能源枯竭和环境污染的压力,目前政府已开始重视对可再生能源的开发与利用。本文通过介绍中国可再生能源技术创新活动的特点,发现中国的可再生能源技术创新以国家科技计划为主,其中三大计划的资金投入占可再生能源技术研发经费的绝大部分,但是该投入占全国研发总经费的比例较低。受传统科研体制的影响,中国企业较少参与可再生能源创新。在创新过程中,以可再生能源技术研发为主,技术示范与推广活动相对不足。

英文摘要:

With rapid development of economy, China is facing pressures caused by traditional energy depletion and en- vironmental pollution, which force the Chinese government to start to pay much attention to the development and utilization of renewable energy (RE). This article introduces the features and problems of China' s RE technology innovation. It can be found that the national science and technology programs are the main part of China' s RE technology innova- tion, and most of the R&D funds for the RE technology are invested in three main national programs. This expenditure is not enough for RE innovation, constituting only a small proportion of national R&D funding. Compared with R&D, dem- onstration and diffusion of RE technology are relatively less sufficient in the process of innovation. Impacted by the tradi- tional scientific research system, there is little incentive for the private sector to take part in the RE innovation. R&D dominates the innovation, technology deployment is not enough.
