Local government cooperation can be understood as the process of local government for the realiza- tion of regional common interest,coping with the regional public problem. Based on this,This paper uses the theory of transaction cost to analysis inter local government cooperation in regional environmental governance dilemma and puts forward to cultivate the local government cooperation agreement,improve the local govern- ment cooperation system and the cooperation mechanism of local government to reduce the transaction costs of local government cooperation and to realize the effective governance of cross regional environmental problems.
