本文认为，新农村建设的内涵是基于农业科技进步提高的路径，通过调整农业结构、提高农业效益、改善农村生态环境、实现农业经济增长和农村经济持续、稳定、和谐发展来增加农民收入，其本质是依靠农业科技进步走集约内涵式的经济发展道路。农业科技进步对西部农业经济增长实现历史性跨越起到了巨大的推动和促进作用，使西部农业生产呈现前所未有的局面。在农业科技进步因素中，对西部农业经济增长影响的主要因素有农业科技活动人员投入、农业科技投入、平均每百个劳动力中不识字或识字很少的人数的变化、平均每百个劳动力中高中人数的变化、农村村办水电站及农用机械总动力的变化等。进一步提高农业科技进步对西部农业经济增长的贡献，需要加强农业科技投入和农业职业技术学院建设，培育农业科技人才，加快农村基础设施建设。

英文摘要：

The authors believe that the implication of new rural construction is to increase farms＇ income by agricultural restructure, improving agricultural benefit, improving rural ecological environment and realizing agricultural economic growth and the sustainable and harmonious development of rural economy. Agricultural science and technological progress plays its role in pushing forward and promoting agricultural economic growth in western region. Among all the factors concerning agricultural science and technological progress, such factors as investment in professionals of agricultural science and technological activities and investment in agricultural science and technology are some of the main factors that have significant effect on agricultural economic growth in western region. To further improve contribution of agricultural science and technological progress to western region＇s agricultural economic growth, we should increase investment in agricultural science and technology and construction of training institute, cultivate more talent people and accelerate rural infrastructure construction.
