Agricultural modernization is the key foundation and point of promoting harmonized development of industrialization, IT application, urbanization and agricultural modernization, and promoting these four mordernizations is the direction of agricultural modernization, which is helpful to enhance the development quality of agricultural modernization. Currently, the Chinese economy has entered the new normal state, the agricultural development environment, conditions and requirements change, all the risks and structural contradictions have accumulated which have restricted the development of agricultural modernization, and the ＂short board＂ of agricultural modernization is being prominent.
