目的 对山东省卫生资源配置公平性进行评价分析。方法 采用洛伦兹曲线、基尼系数和泰尔指数,依据人口分布和地理分布及三大经济带对山东省的17个地级市的卫生资源（执业（助理）医师、卫生技术人员、注册护士和床位数）配置状况和公平性进行分析。结果 基尼系数均在0.3以下,人口分布基尼系数低于地理分布基尼系数,泰尔指数在0.004 8-1.605 9之间,其中区域间泰尔指数高于区域内泰尔指数,东经济带泰尔指数最低,西经济带泰尔指数最高。结论 山东省卫生资源配置总体上处于较公平状态,人口分布优于地理分布,卫生资源区域配置不均衡,区域间差异大于区域内差异。应该提高卫生资源地理分布配置的公平性,向欠发达地区倾斜,优化整合现有卫生资源,提高卫生资源的利用率。

英文摘要：

OBJECTIVE This study aimed to evaluate the equity of health resource allocation in Shandong Province.METHODS Accord- ing to the population distribution, geographical distribution and the three major economic zones the Lorenz curve, Gini coefficient and Theil index were applied to analyze the fairness of health resources （including the number of practicing （assistant） physicians, health technicians, registered nurses and beds in medical institutions） allocation in 17 cities of Shandong province was evaluated. RESULTS All the Gini coefficients were below 0.3, Gini coefficient of population distribution was below the Gini coefficient of the geographical distribution,Theil indexes were between 0.004 8 - 1.605 9. The Theil index within the regions was higher than inter-regional Theil index.Theil index of East Economic Zone was the lowest, Theil index of the west economy was the highest. CONCLUSION Shandong Province health resource allocation in general was in a fair state, equity of population distribution was better than the equity of geographic distribution; the allocation of regional health resources was imbalanced. Within regional difference was bigger than the inter-regional differences.h needed to improve the geographic distributed fairness of health resource, lean to less developed areas, optimize the integration of existing health resources and improve the utilization of health resources.
