The economic losses due to human health damage from air pollution before and after energy reform were calculated by a corrected human capital method and illness cost method （ using 2003 and 2008 as the reference year respectively）. The economic losses due to human health damage caused by air pollution before and after the energy reform were 0. 85961 and 1. 34613 bilion yuan （RMB） in 2003 and 2008 ,which occupied 2.0% and 1.6% GDP of Lanzhou. To compare with before the clean energy reform in 2003,the economic loss has decreased after the clean energy reform,which provided a scientific basis for preventing air pollution and illness in Lanzhou City.
