研究目的:研究英国土地增值管理制度的演变和得失,为中国的土地增值管理提供借鉴。研究方法:文献资料法,比较分析法。研究结果:英国于二战后数次立法,以发展费或改善金的形式,回收土地增值收益,但没有取得预期成效。1990年以来,地方政府在授予规划许可的同时,以规划义务的形式,回收部分土地增值收益,作为基础设施建设的补偿。研究结论:在土地发展权归国家所有的情况下,要改革深层次的体制缺陷,让土地增值收益部分回归社区。
