This paper uses strategic alignment as a benchmark and chooses 178 national and provincial（municipal） enterprise technical centers in Tianjin for the study. Based on the development status of Tianjin enterprise technology centers, it analyses the factors affecting path of innovation performance, studies the correlation of technology strategic, internal organizational structure, development strategic, and external environment, as well as the effect of consistency degree of internal and external strategies on the innovative performance. Finally, it discusses how to optimize the allocation of innovation system resources in Tianjin technology centers and puts forward policy recommendations.
