Sustainable development of economy and society can not be separated from the enterprises to fulfill their social responsibilities, but different enterprises are not entirely consistent in driving factors, power mechanism and implementation. Based on distinguishing between the differences of enterprises in fulfill their social responsibilities, the article identifies strong and weak driving factors of SMEs in China. In a word, the aim is to provide decision making and information support for enhancing the level of social responsibility.
