环境问题的复杂性决定了政府需要将公众参与引入环境治理全过程。在提高公众参与广泛性的同时,政府也面临着如何优化和改进参与要素,进而提高环境政策的可接受性和环境治理的有效性问题。文章构建了环境治理公众参与模型,并选取典型案例分析当前环境治理有效性的实现程度及限制因素,提出应从提高公众的参与积极性、提高参与主体的参与能力、强化参与反馈和参与回应、构建参与问责机制和奖惩机制以及健全参与保障等方面来提升我国环境治理公众参与质量和效果。

英文摘要：

The complexity of environmental issue determines that government should guide the public into the whole process of environmental management. To improve the generality of the public participation, government is faced up with the problem of how to optimize and improve participation factor in order to improve the acceptability of environmental policy and the efficiency of environmental management. This paper constructs the public participation model of environmental management, selecting typical case study to analyze the realization degree and restrictive factor of the efficiency of present environment management, strengthen participation feedback and response, and construct participation responsibility mechanism and reward mechanism as well as complete participation protection in order to improve our public participation quality and effect of environmental management.
