"一事一议"是我国农村税费改革过程中旨在鼓励村民参与村级公共投资决策的一项制度安排。笔者使用一项具有全国代表性的村级调查面板数据,探究"一事一议"是否有助于村集体实施村民最需要的公共投资项目以及"一事一议"对村级公共投资项目实施过程中村民集资集劳数量的影响。实证研究发现,"一事一议"制度的实行有助于村集体实施村民最需要的公共投资项目,且提高了村级公共投资项目实施过程中向村民所筹集资金占总投资额的比重以及筹劳数量。笔者依据该研究结论提出了相应的政策建议。
"One Project,One Discussion"aims at encouraging villagers to participate in the decisions of village public investment. Using a village-specific panel data set with nationwide representativeness,we identify the impacts of"One Project,One Discussion"on whether the most required public infrastructures are implemented in villages,and on the funds and labors collected among local villagers. It is found that"One Project,One Discussion"promotes the propensity for villages to implement the most required infrastructures of local villagers; it also raises the shares of public investment by local villagers,and labors they devote to. We conclude that "One Policy implications are also inferred on our conclusion.
