In China, there are a large number of officials who were accountable for quickly returning to political are- na. Some of the comebacks are unprincipled. Thus, the accountability system becomes merely superficial. In addi- tion, government starts losing credibility as public becomes disappointing. It is crucial to have a system to regulate the comebacks of these officials. In particular, the system should follow the rules of Exceptional, Differential and Public.
