本文利用2007年浙江省企业职工调查数据探讨城乡工人在社会保险参与上差异问题。形成城乡工人在社会保险参与上的巨大差异因素可以分为两类:一是人力资本禀赋的差异;二是农民工受到的户籍歧视。研究结果表明,城镇职工在养老保险、医疗保险和失业保险参与上比农民工分别与上的30%左右差异,户籍歧视是造成两类工人差异的主要因素,平均在70%左右。研究结果表明先前一些高出20.2%、29.0%和35.8%;其中人力资本禀赋差异解释了两类工人在上述三项社会保险参研究仅仅关注城乡工人的工资差异是不够的,同时本文也揭示了这些结论的政策含义。
Based on 2007 Zhejiang enterprise employee data, the paper explores the issue about the urban - rural huji (the household registration system in China) differentials in social insurance participation. This great gap results from two aspects: one is human capital disparities between urbanrural workers and the other is huji discrimination. The results show that the percentage of participation of urban workers in the old - age insurance, medical insurance and unemployment insurance is higher than that of the migrant workers by 20.2%, 29.0% and 35.8% respectively. The human capital disparities between urbanrural workers lead to about 30 % of the total differentials, while the huji discrimination is the main factor which accounts for about 70%. The findings indicate that it is not enough if we only consider urbannn-al wage differentials as previous studies did. Policy implications are finally proped.
