本文研究政府职能转变视角下环境规制工具的空间异质效应,通过构建理论模型阐述了环境规制工具差异所引致的环境技术创新及污染排放异质效应,并使用1999 ~2010年的省域面板数据从形式、强度及空间三个维度对环境规制工具的异质效应进行了空间计量分析.研究结果表明:基于市场的激励型环境规制工具比命令—控制式环境规制工具更能促进环境技术进步,激励型环境规制的加强有利于环境技术创新,即“波特假说”在一定程度上成立;基于市场的激励型环境规制工具通过直接效应及技术创新间接效应,能够实现比命令—控制式环境规制更低水平的污染排放;不同的环境规制工具对环境技术创新及最终污染排放具有空间异质效应.因此,实现经济发展方式转变及“十二五”规划节能减排、环境保护目标,关键在于实现政府职能转变及政府管理创新,更为重要的是实现环境规制创新.
This paper studies the spatial heterogeneity effects of environmental regulation instruments from the perspective of transformation of government functions, we describe the environmental technology innovation and pollution emissions hetero- geneity effects due to the form difference of environmental regulation instruments by constructing a theoretical model, and then use the provincial panel data of 1999 ~ 2010 years to make a spatial econometrics on the heterogeneity effects of t environmen- tal regulation instruments from the form, strength and space three dimensions. Some conclusions can be concluded: market- based environmental regulation instruments can provide more incentives to promote environmental technological progress than the instruments of command-and-control, and the strengthening of incentive environmental regulation will be conductive to envi- ronmental technology innovation, so "Porter Hypothesis" is established to a certain extent. Market-based incentive environ- mental regulation instruments are able to achieve more low level of pollution emissions than command-and-control environmen- tal regulation instruments through the direct effects and technology innovation indirect effects, thus different forms of environ- mental regulation instruments show spatial heterogeneity effects on environmental technology innovation and final pollution e- missions. Therefore, the key to realize the transformation of economic development pattern and to achieve the" 12th Five Year Plan"'s goals of energy conservation and environmental protection lies in the transformation of government functions and the a- chievement of government management innovation, and the more important is to realize environmental regulatory innovation.
