英文摘要：

The earthquake disaster prevention and reduction capacity is an important index to measure the earthquake disaster resistance of a country. Improving earthquake disaster reduction capacity is the main task of the national disaster prevention and mitigation. It is necessary to set some reasonable assessment indices for the evaluation of a regional earthquake disaster reduction capability, which is not only a basis for evaluation but also plays an important role in guiding the capacity construction of earthquake disaster reduction. In this paper, issues related to earthquake disaster reduction capacity building and its evaluation were discussed, then, a set of evaluation indices for earthquake catastrophe was proposed. Fuzzy comprehensive evaluation method was used as the basic evaluation method for the evaluation of earthquake disaster reduction capacity and specific evaluation steps and basic evaluation model were given. In the end, Wenchuan earthquake was taken as the evaluation object to analyze the feasibility of evaluation index proposed in this paper.
