Water resource protection and main tasks were defined in regards to management of functional zones of water bodies. Analysis of current management system was done. Cooperative mechanism from multiple departments, local governments was focused framework on water resources protection in China was proposed. The framework gave objectives, principles and main management tasks of water resource protection. Plan designation, law/regulation making and evaluation system construction were listed. The supervision mechanism of river basin committee, initiative of local government and public participation should be paid more attention.
