大学生村官的择业动机、满意度评价及长效发展机制研究

大学生村官计划是近年来社会各界非常关注的热点问题。学界对这一问题的探索相对时间较短,取得了一定的成果。但是,鲜有学者从微观层面对该群体的现状和问题进行实证性分析。本文在总结现有文献的基础上,通过对北京地区702名大学生村官进行的问卷调查,深入分析其择业动机、工作现状、待遇、对自身工作的评价以及存在的问题。结果显示,在选择村官这一工作时,有将近八成大学生是受到就业压力和优惠政策的引导,且大学生村官这一特殊群体明显存在整体待遇和满意度偏低、功能定位不明确、有效激励不足等问题,这些因素对其工作的积极性产生了一定的负面影响。在此基础上,本文提出了加大宣传力度、增设岗前培训、提高福利待遇、明确岗位权责、实行竞争上岗等构建人力资源管理长效机制的相关政策建议。

英文摘要:

Little Village Official Plan has become a hot social topic in recent years.A lot have been discussed by the academic field and some fruits have been achieved,but scholars have done little empirical work on this plan.Having reviewed the available reference,this paper is to do some in-depth empirical research on the little village officials' career motivation,working conditions,job satisfaction as well as some existing problems in this plan,concluded on the investigation data of 702 little village officials serving in Beijing city.The results turned out that nearly 80% of college students who choose the career "Little Village Official" are subject to the employment pressure and preferential policies;and the overall treatment and satisfaction is low among the group;beside this,the obscure functional orientation,together with the problem of insufficient incentives,all of these above factors will no doubt have a certain negative impact on their enthusiasm for their work.In view of these problems,this paper suggests that it is necessary to expend the preferential policy and its publicity,add pre-job training,improve welfare treatment,and encourage devolution of authority and so on.
