In the process of social and economic structure adjustment and upgrade, Chinese higher education is also faced with great changes, which pushes the transformation and development of local colleges and universities. The key to their success lies in the development effectiveness of teachers＇ human capital. According to the realistic plight of teachers＇ human capital in local universities and colleges in the new situation, this paper discusses the optimization paths of developing teachers＇ human capital of the local colleges and universities in the transitional period.
