本文以中国财政分权改革为背景,利用1985~2010年29个省份的省级面板数据,分析了财政分权、金融发展与城乡收入差距之间的关系。研究发现:始于1985年的财政分权改革,大幅提高了城乡居民的收入,且金融发展从总体上也提高了城乡居民的收入;然而,1994年进一步的分权分税制改革后,由于地方政府之间存在盲目和恶性竞争,使得金融发展与城乡收入差距背道而驰。由于我国金融结构不合理,导致城乡收入差距不断扩大。因此,要缩小城乡收入差距,就需要鼓励农村内生金融健康发展,改变城乡"二元金融结构",建立城乡互惠的金融制度。
Based on the reform of China's fiscal decentralization, this paper analyzes the relationship among the fiscal decentralization, financial development and income gap by utilizing provincial Panel Data from 1985 to 2010. The research finds that fiscal decentralization started in 1985 has effectively promoted the urban and rural residents' income, so as the financial development does. However, further reform of decentralization and tax in 1994 results in blind competition between local governments, which makes the financial development and urban-rural income gap run counter. Because Chinese financial structure is irrational, it results in widening income gap between urban and rural areas. Therefore, in order to narrow the income gap development of rural financial from itself and change beneficial urban-rural financial system. between urban and rural areas we should encourage the healthy the urban-rural "dual financial structure ", and establish mutually
